Building a Resilient Digital State: The Ukrainian Experience
On October 30, the University will welcome Oleksii Dorohan, CEO of the Better Regulation Delivery Office (BRDO), for his guest lecture, “Building a Resilient Digital State: The Ukrainian Experience”.
Oleksii Dorohan is a Ukrainian expert in law, public policy, regulatory reform, and digital transformation. He began his career with Baker & McKenzie and Coca-Cola HBC, as a practicing lawyer, before transitioning into policy-making. Since 2019, he has served as CEO of BRDO, the biggest independent think tank of Ukraine with a team of more than 100 professionals, including lawyers, analysts, and software engineers. Over the past decade, BRDO has helped develop more than 350 regulatory acts, contributed to the adoption of over 250 draft laws and government resolutions, created 15 digital systems and registries, produced more than 100 analytical studies, and contributed to the review of more than 1,300 regulatory acts, over 300 of which were subsequently repealed. BRDO works across a broad range of sectors and policy areas, including construction, energy, infrastructure, agriculture, IT and telecommunications, digital development, regulatory policy, anti-corruption, and justice reform.
The lecture will explore how legal reform, public policy, and govtech can work together to modernize government and improve public services.
The event is hosted by the Department of Physics and Astronomy and co-sponsored by the Center for Governance and Markets (CGM) and the Center for International Legal Education (CILE).
